Description
JOB SUMMARY: The Capital Projects Director oversees the planning, design, permitting, bidding, and construction of district capital projects. This position ensures all projects align with district Strategic Plan goals, budgets, and schedules while maintaining compliance with local, state, and federal regulations. The role supervises the staff of the Capital Projects team, and involves close coordination with architects, engineers, contractors, consultants, jurisdictions and district departments to deliver high-quality learning environments safely, on time and within budget.
WORKING CONDITIONS:
Office and field environments with frequent travel to construction sites.
Occasional evening or weekend work to meet project deadlines or attend board meetings.
Regular interaction with architects, engineers, contractors, district leadership, school administrators and the public.
ESSENTIAL RESPONSIBILITIES:
Annual Planning and Administration
Develop and update the annual Capital Facilities Plan (CFP) and Capital Projects budget.
Prepare long-range capital improvement recommendations and maintain the six-year project plan.
Track project schedules, budgets, and financials; prepare reports for the School Board and Finance Department.
Attend various community planning committee meetings and serve as district representative when needed.
Project Development
Initiate and coordinate conceptual design phases for upcoming projects.
Manage consultant selection and oversee design development, ensuring compliance with district standards and educational specifications.
Coordinate with departments including Student Learning, Special Services, and Maintenance to minimize operational disruption.
Oversee preparation of bidding documents and advertisements; review contracts and insurance requirements with legal counsel and insurance carrier.
Construction Management
Oversee bid openings, contract awards, construction meetings, and project scheduling.
Coordinate construction activities, inspections, and permit compliance with City, County and State Community Development and health departments.
Monitor project progress, change orders, and payment requests to ensure legal and procedural compliance.
Oversee close-out documentation, occupancy permits, and warranty follow-ups.
Compliance and Communication
Ensure compliance with OSPI, RCWs, and Public Works Contracting requirements.
Prepare reports including the Asset Preservation Program (APP) and Impact Fee Reports.
Coordinate responses to SEPA, zoning, and permit review processes.
Serve as district liaison for external partners including developers, municipalities, and regulatory agencies.
Maintain detailed project documentation including meeting notes, photos, and correspondence.
Other Duties
In cooperation and coordination with the Buildings & Grounds department assist in managing work orders for district facilities, school-based minor projects, facility access, health, safety and security at district sites.
Respond to title company and public inquiries regarding land, boundaries, and school mitigation or impact fees.
Research and pursue grant opportunities for energy efficiency and other capital improvements.
Participate in professional development opportunities.
Requirements
QUALIFICATIONS:
Required:
Bachelor’s degree in Architecture, Engineering or Construction Management. A related field may be considered.
Five (5) years of progressively responsible experience in capital project or construction management, to include oversight of Capital Projects from the design phase through construction and close-out.
Familiarity with Public Works, specifically K–12
Familiarity with long-range Capital Facilities planning
Valid Washington State Driver’s License and ability to travel between district sites.
Preferred:
Strong knowledge of construction project management principles, public works bidding and contracting.
Familiarity with educational facility planning, design, permitting processes, including applicable building and zoning codes.
Experience with OSPI School Construction Assistance Program (SCAP) and other OSPI grants.
Ability to interpret construction documents, specifications, and financial reports.
Skilled communicator able to coordinate multiple stakeholders and maintain detailed records.
Proficient in project management software, Microsoft Office Suite, and OSPI ICOS reporting.
Experience with Buildings & Grounds and Custodial within the K-12 system
Familiarity with the Clean Building Act
