Description
Rutgers, The State University is seeking a Director of Financial Systems and Reporting within the Financial Planning, Analysis, and Budget department, the central budget office for the university. Reporting to the Assistant Vice President of Financial Planning and Analysis, this position provides strategic leadership for Rutgers University’s financial technology ecosystem, ensuring the integrity, functionality, and optimization of Oracle Enterprise Performance Management (EPM) platforms and related reporting systems.
Among the key duties of this position are the following:
- Oversees the in-depth management of the university’s complex Enterprise Performance Management (EPM) modules.
- Works with Chancellors’ units, financial leadership across the university, central accounting staff, and the university-wide end-user community to determine solutions as business needs evolve and financial systems require ongoing enhancements.Provides strategic leadership and direction for a techno-functional team responsible for System Oversight, Report Development, End-User Support, Customer Service, Training & Documentation.Leads executive-level reporting, communications, and ad hoc analysis, delivering timely, accurate and data-driven insights to support governance, strategic decision-making and special initiatives.
- Oversees system configuration, integration, and governance, while driving automation and enhancements to support executive decision-making and institutional oversight.
- Leads a techno-functional team responsible for system oversight, report development, end-user support, and training, fostering collaboration and continuous improvement.
- Partners with finance stakeholders and IT leads to design future-state solutions.
- Maintains audit-ready documentation, and ensures compliance with institutional policies.
- Serves as a key resource for both Financial Planning, Analysis & Budget and the University. Controller’s Office (UCO) to deliver high-quality executive-level reporting and analytics.
- Supports tuition and fee allocation governance.
- Champions change management initiatives to advance financial systems and reporting capabilities across the university.
Requirements
Minimum Education and Experience
Bachelor’s degree, preferably in finance, accounting, data analytics, information systems, computer science, or a related field.
Five (5) years of experience in financial systems management/application administration.

Technical Expertise:
- Proven experience leading governance and optimization of financial systems, ensuring compliance and strategic alignment.
- Ability to translate business requirements into technical solutions.
Leadership & Communication:
- Demonstrated leadership experience managing and developing high-performance teams.
- Ability to exercise independent judgment and take ownership of team success.
- Superior communication skills with the ability to collaborate effectively across diverse stakeholders.
- Excellent written and verbal presentation skills.
Project & Operational Skills:
- Project management experience with the ability to manage multiple priorities in a fast-paced environment.
- Strong understanding of higher education financial operations and reporting.
- Ability to work independently, exercise sound judgment, and maintain confidentiality in sensitive matters.
- Ability to work effectively under time constraints and adapt to changing priorities.
- Demonstrated ability to balance strategic vision with hands-on technical oversight and practical execution
Analytical & Interpersonal Skills:
- Exceptional analytical and problem-solving abilities with attention to detail and high accuracy.
- Advanced computer skills and proficiency with spreadsheets, data query tools, and charting.
Preferred Qualifications
- Master’s degree in finance, accounting, analytics, information systems, computer science, or a related field.
- Minimum 8 years of experience in financial systems management/application administration, with at least 4 years in Oracle ERP Cloud and/or EPM.
- Experience with Oracle BI tools, Tableau, and data warehouse integration.
- Experience with SQL, including Oracle SQL Developer
- Familiarity with MS Access
- Prior knowledge of Rutgers University accounting/budgeting and business management processes or similar experience in higher education is a plus.
- Experience in public, non-profit, or higher education.
Special Conditions
- Availability to work occasional evenings and/or weekends as the work product demands.
- This position may be eligible for a hybrid work arrangement, subject to approval and operational needs. A regular on-site presence of at least three (3) days per week is required, with additional on-site days as needed. Employees approved for a hybrid work arrangement must reside in NJ, NY, PA or DE and be within a commutable distance of the university.
