Job Description:
Senior Project Manager - Infrastructure (Design)
Dubai, UAE
Parsons is seeking an experienced and highly capable Senior Project Manager - Infrastructure to join our Design Team in Dubai. In this role, you will lead the delivery of multiple complex infrastructure design projects, primarily focused on roads, highways, and utilities, for a diverse portfolio of clients. You will be responsible for ensuring high standards of technical delivery, commercial performance, and client satisfaction across all projects. The position requires strong leadership in managing multidisciplinary design teams, coordinating with stakeholders, and ensuring consistent and high-quality project execution within a consultancy environment.
What You'll Be Doing:
- Lead, plan, direct, and manage all technical, commercial, financial, and administrative aspects of assigned design projects.
- Oversee the development and implementation of key project documents, including the Project Execution Plan, Health & Safety Plan, and Quality Assurance/Quality Control Plan.
- Define project scope and requirements, ensuring all deliverables comply with client expectations, contractual obligations, and applicable standards.
- Assign responsibilities to team members based on their skills, experience, and strengths to ensure effective project delivery.
- Manage scope changes and negotiate variations with clients and subcontractors/consultants.
- Ensure effective coordination across design disciplines, internal departments, and external stakeholders.
- Develop and maintain project budgets, schedules, and execution plans in collaboration with project teams.
- Monitor project performance, including progress, milestones, risks, and potential delays, and implement corrective actions when required.
- Ensure timely preparation and management of change orders and contractual documentation.
- Act as the primary company representative with clients and selected subcontractors during project execution.
- Support client engagement and participate in meetings with regulatory authorities and stakeholders where required.
- Provide input into staff performance evaluations and support team development initiatives.
- Lead regular project meetings to review progress, resolve issues, and define action plans.
- Report project status and key risks to senior management in a timely and structured manner.
What Required Skills You'll Bring:
- Bachelor's degree in Civil Engineering or a related technical discipline.
- Minimum 15+ years of experience in infrastructure design and/or project management.
- Proven experience delivering large-scale roads, highways, utilities, and mixed-use infrastructure projects.
- Strong background in consultancy and multidisciplinary design environments.
- Excellent leadership, communication, and stakeholder management skills.
- Strong technical, commercial, and contractual understanding of infrastructure project delivery.
What Desired Skills You'll Bring:
- Experience working in the UAE or GCC region is highly preferred.
- Strong understanding of authority requirements, approvals processes, and infrastructure regulations.
- Familiarity with international design codes and project management methodologies.
- Strong commercial awareness, including claims, variations, and contract administration.
- Ability to lead large multidisciplinary teams across multiple concurrent projects.
- Strong problem-solving, negotiation, and decision-making skills.
