Job DescriptionThe Smart City Program Manager is responsible for the strategic planning, development, and execution of smart city portfolio of projects. This role involves coordinating with stakeholders from various sectors, including government agencies, private sectors, and community groups, emphasizes strategic leadership in managing large-scale projects to drive projects that enhance urban living through technology and innovation. Successful delivery requires overseeing project timelines, budget management, stakeholder engagement, and compliance with local regulations and standards for urban development.
Responsibilities
Key Responsibilities
- Ensure a safe working environment on site for all employees, subcontractors, suppliers, Clients and visitors. Lead the achievement of company and Project safety targets and zero tolerance of unsafe working practices and occurrences
- Lead the planning, execution, and delivery of smart city projects, ensuring alignment with the city's vision for innovation, sustainability, and inclusivity.
- Lead, mentor, and develop a team of project managers to deliver smart city initiatives while fostering a culture of collaboration and innovation within the team.
- Oversee financial aspects of projects, including budgeting, funding, and expenditures, ensuring projects remain financially viable and sustainable.
- Provide technical guidance and ensure integration of smart technologies (IoT, AI, etc.) into city infrastructure, aimed at improving public services, safety, and quality of life.
- Lead different functions within the project organization (Engineering, supply chain, finance, commercial, contracts,...etc.)
- Manage the potential risks related to urban development projects and devise strategies to mitigate these risks proactively.
- Regularly assess projects progress, gather data, and provide reports to key stakeholders on milestones, budgets, and impact.
- Maximization of Customer Satisfaction through responsiveness and quality of service
- Lead and Implement the company and Projects QA/QC procedures and ensure works meet quality standards and specifications.
- Provide input on all VO's and contractual claims ensuring that the construction-related substantiation in notifications and follow-up is clearly defined, accurate and demonstrable.
- Ensure the physical completion of works packages in all respects to facilitate handover and acceptance.
- Follow up and track all Retention and Defects Liability Period punch-lists/snags to ensure close out of work packages and release of retention monies.
- Deploy standard methodologies in the delivery and control of projects. Ensure use of Honeywell project processes and tools
- Define all subcontract /supply requirements and work with Supply Chain to ensure all subcontractor/supplier contracts and orders are appropriate for the project from a scope/cost and risk viewpoint. Lead or participate in negotiations as necessary
- Deliver to the financial objectives for the project and control billing and costs for the project. Drive project team to maintain Estimated Actual Cost at Completion
- Report to the Operations Leader on projects progress and relevant issues on a regular basis, identify the support needed as well as the work plan for the project.
- Identify and pursue in conjunction with the account manager any further business opportunities with the customer.
- Drive the project team to minimize the cost of lab our in delivering a successful project through the use of low cost resources while minimizing defects and rework.
- Provide expert advice using technical knowledge and experience as to the procurement, configuration and implementation to meet contractual requirements whilst ensuring supportability, expansibility and flexibility
- Coordination and control of the change management process both technical and commercial
Qualifications
You must have:
- Degree in an Engineering discipline; Electrical, Mechanical, Electronics, Communications or similar.
- 10 - 13 years of experience in Project Management with min of 7 years working as Project Manager.
- PMP is a must - or any other Professional PM Certification (PRINCE/AIPM/..)
- Proven experience in managing and leading large-scale, complex, and high-budget mega projects.
- Demonstrated leadership capabilities in managing cross-functional teams and facilitating community engagement.
- Excellent interpersonal and communication skills, with the ability to articulate complex concepts effectively to diverse audiences.
- Proven experience in project management including budget ownership/management, resource allocation, scheduling and forecast.
- Project Commercial and Financial management experience [Revenue - Billing - Cash - EAC - BAC - etc..]
- Demonstrated leadership experience in the directing and managing of specialist multi-skilled technical and professional staff within a diverse and complex project environment. Building/construction experience preferred.
- Demonstrated experience in safety and safety management on large commercial and infrastructure projects
- Commitment to the development of junior or less experienced staff in the project team
- Proven ability to develop and lead a team
- Capacity to deliver against multiple and competing objectives.
- Demonstrable customer relation skills
- Proven commercial/contractual acumen
