This position is located at the Regional Headquarters, Whitby, Ontario.
Works Technician 3 (Eng) - SCADA
Reporting in the interim to the SCADA Manager, this position supports the SCADA Works Technician 5 and the SCADA Design Contracts team. It plays a key role coordinating, reviewing and providing technical guidance for SCADA related projects. This role involves regular external communication and is focused on ensuring consistency and quality across all SCADA system design documentation for water supply and wastewater contracts, whether developed by internal teams or external consultants. Additionally, the position supports the maintenance of SCADA standards and master plans, contributing to the ongoing improvement and expansion of vertical water and wastewater systems.
The incumbent will:
- Guide, co-ordinate and review the SCADA engineering designs of internal and external projects for the Region's water supply and wastewater infrastructure
- Liaison with internal divisions, external customers, and external agencies to promote excellent customer service, resolve problems and pro-actively maintain relationships
- Support the review and recommendation of projects for submission in the annual capital budget to improve services, expand existing systems and provide water supply and wastewater services
- Direct supporting Works Technicians, operational staff, and external stakeholders with all aspects of project design, policies and procedures.
- Ensures projects are effectively and efficiently scheduled, and that all standards, guidelines, policies and procedures are followed.
- Prioritize needs relating to asset management of the water supply and wastewater SCADA systems to develop, identify any deficiencies or future needs within existing systems.
- Assist in problem solving during construction of water supply and wastewater treatment projects to resolve unforeseen issues which may arise
- Research and develop methods to evaluate and approve emerging technologies, products, software as well as recommend and report new methods or changes to Regional standards, policies, or technical procedures
- Evaluate and recommend modifications to Regional standards and master plans pertaining to the design and construction of water/wastewater SCADA systems to improve the efficiency and integrity of the Region's design/construction process
- Work in accordance with the provisions of applicable health and safety legislation and all corporate/departmental policies and procedures related to occupational health and safety
Requirements
The successful applicant will possess:
- A three-year post-secondary diploma in Electrical/Electronics Technology or a related discipline, or an equivalent combination of education and relevant experience
- Registration or be eligible for registration as an Engineering Technologist with O.A.C.E.T.T.
- Proven experience with industry applications in Process Automation, Industrial Networks and Operational Technology (OT) infrastructure Analytical skills for responding to emergencies such as construction conflicts, Operational plant alarms or system failures
- Knowledge of engineering design and construction methods
- Project management skills by leading and conducting various complex SCADA design issues in a team environment
- Analytical skills in organizing and assessing a myriad of SCADA data and information
- Verbal and presentation skills for effective communication of Masterplan, Standards and SCADA Design issues with internal and external clients
- Knowledge and experience with networking technology and networking security (eg. Routers, switches, radios, firewalls, etc.).
- Familiarity with SCADA software applications (eg. iFix, Proficy Machine Edition, SolarWinds, Wonderware, e. RIS, etc.)
- Experience interpreting, reviewing, and updating SCADA engineering documentation, including P&ID
diagrams, loop diagrams, network architectures, control schematics, factory and site acceptance testing documents, equipment and instrumentation layouts, specifications, process control narratives, and relevant industrial control system standards. - Knowledge and understanding of PLC Hardware (Emerson Rx3i PAC systems, Allen Bradley ControlLogix & CompactLogix is an asset)
- Experience with Masterplans, SCADA Standards and responding to complex SCADA Design issues and proposals
- Experience working with AutoCAD and Microsoft Office software (Teams, Word, Excel, Outlook)
- Excellent verbal and written communication as well as strong problem-solving, leadership, conflict resolution and mediation skills
- A valid Ontario Class "G" Drivers Licence with access to a reliable vehicle
- Experience with Municipal water and wastewater systems is considered an asset
