FSLA: Exempt
Salary: $85,000 - $95,000/annually
Hours: Hybrid
In office: 2 days every week, other days and as required based on needs of events.
The Illinois Coalition for Immigrant and Refugee Rights (ICIRR) is a coalition of more than 100 member and partner organizations that represent diverse immigrant and refugee communities. ICIRR is seeking a motivated Human Resources Director to oversee all day-to-day administration of the HR policies, procedures and programs including recruitment, assessment, employee relations, training and development, benefits and compensation, organizational development and the Human Resources Information Systems (HRIS). This position is also responsible for the coordination and organization of office operations and procedures to ensure effectiveness and efficiency. The HR Director reports to the Senion Director of Finance & Administration.

Essential Job Functions:
Organizational leadership:
- Plan, design, develop and evaluate objectives that support core organizational objectives
- Support management by providing advice, counseling, and decision-making; analyze information, applications and make recommendations
- Lead in development of a culture that enables high quality performance in accordance with organization’s objectives
- Participate in organizational programs and staff meetings
HR Policies and Procedures:
- Lead managers and employees by researching, developing and maintaining HR policies and guidelines while communicating and reinforcing organizational values
- Ensure thorough training of all staff on HR policies and procedures and any additional required training
- Develop and maintain orientation/onboarding program for all new staff, interns and volunteers to include company handbook, HR policies and procedures.
- Serve as liaison with employee bargaining unit on issues pertaining to contract interpretation and processes and work with management team to ensure compliance with employee bargaining unit
HR Functions:
- Create job descriptions based on evaluation of position. Recruit for open positions, manage interview process, and make recommendations on candidates
- Oversee and conduct effective training and development programs. Monitor and measure results of programs and develop strategies to improve performance
- Administration of employee performance appraisal program including conducting annual management training, recommending system improvements and monitoring salary adjustments. Maintain HR database and personnel files.
- Coach and mentor employees; provide guidance on job-related issues, organizational policies and procedures, and disciplinary actions
- Conduct employee exit interviews
Administration and Operations:
- Effectively structure and maintain benefits programs to attract and retain employees
- Oversee and administer benefits including conducting enrollment meetings, reviewing claims reports, assisting employees with benefit questions, resolving discrepancies with carries, input into payroll and processing monthly provider billing
- Oversee HRIS/payroll processing using tools and systems accurately
- Ensure compliance with local, state and federal employment laws.
Requirements
Requirements, Experience and Skills:
- Bachelor’s degree with 5+ years’ of direct HR experience, or equivalent, preferably in a nonprofit setting
- Proficiency with HR software, including payroll and benefits management. Knowledge of ADP Workforce or similar platform a plus
- Knowledge of HR principles and processes, including development of standards, fostering teamwork, promoting improvement, building relationships, employee retention
- Excellent knowledge of computer software and electronic communication
- Competence in using HR data to make strategic decisions
- Effective verbal and written communication
- Ability to manage change effectively
- Skilled in aligning HR programs with company goals
- Strong professional judgement and integrity including ability to handle sensitive and confidential information
- Ability to work as part of a team and thrive in a fast-paced environment and meet deadlines
- Must be able to work occasional evening and/or weekend and work efficiently and independently
