Description
The CAFCA Program Manager is responsible for overseeing and supporting the implementation and administration of statewide human services programs administered by CAFCA. The position ensures effective program operations through contract compliance, performance monitoring, subcontractor coordination, data management, reporting, and quality-assurance activities. The Program Manager works in collaboration with subcontractors, partners, and network program staff to promote continuity, quality, and effectiveness of program delivery.
RESPONSIBILITIES
The Program Manager provides day-to-day oversight of assigned programs to ensure compliance with contractual requirements and alignment with approved scopes of service, deliverables, timelines, and performance outcomes. The position monitors program implementation, identifies challenges or risks, and coordinates corrective actions as needed to support effective service delivery.
The Program Manager serves as the primary point of contact for subcontractors and network program staff for assigned programs and provides guidance, technical assistance, and problem-solving support. The position coordinates and supports meetings, trainings, and technical-assistance activities to strengthen program implementation and subcontractor performance.
The Program Manager monitors and evaluates subcontractor service-delivery systems to assess effectiveness in achieving program objectives and ensures timely and accurate collection of required program data. Responsibilities include reviewing and analyzing data to identify trends or concerns, resolving data-quality issues in coordination with subcontractors, and compiling and submitting all required programmatic and performance reports to funders in a timely manner. The position supports continuous quality improvement through data-informed analysis.
The Program Manager performs administrative and record-keeping functions necessary to sustain efficient program operations and maintains organized program files in accordance with CAFCA and funder requirements. Other duties may be assigned as needed to support organizational priorities.
CAFCA operates in a remote work environment, but staff are required to participate in in-person meetings and other events as necessary.
EDUCATION & EXPERIENCE
A bachelor’s degree in Human Services, Social Work, Public Administration, or a related field is required. A minimum of three (3) years of progressively responsible experience in program management, human services administration, contract oversight, or a related area is required. Experience working with publicly funded programs, subcontracted service models, or community-based organizations is strongly preferred.

Ability to work effectively with individuals from diverse backgrounds
Bilingual ability preferred
Valid Connecticut driver’s license and reliable access to a vehicle
