OVERVIEW
The Government of the Republic of Uzbekistan plans to launch a next generation university, with the School of Electrical Engineering (SEE) as its inaugural academic division, to support the country’s rapidly evolving power generation sector and green energy transition. Tashkent University of Technology (TashTech) represents a flagship initiative of the Government of Uzbekistan to create a leading regional hub for advanced engineering education, technology, and research. The university is a cornerstone in the nation’s strategy to build a modern, innovation-driven economy. It will offer a unique greenfield environment to pilot, evaluate, and scale GenAI across curricula and student services. TashTech will serve Uzbekistan and the wider Central Asia market. It will attract faculty and students from neighboring countries, run cross-border industry projects, and become the go-to hub for energy and digital engineering talent.
The SEE will combine world-class engineering education, applied research, and a policy or industry think-tank function. It will partner with government, leading utilities, grid operators, and international companies. Priority domains include renewable generation, digital or advanced power systems, grid flexibility and reliability, energy markets and regulation, power electronics and control, and thermal energy and energy efficiency.
The Dean will serve as the school’s chief academic and administrative officer, overseeing vision, strategy, personnel, academic programs, partnerships, accreditation, and finances. The Dean is expected to build the school from the ground up by hiring faculty and staff, launching ABET-aligned curricula, establishing laboratories and research centers, and forging industry and government partnerships that deliver real-world projects and strong graduate outcomes.
JOB DUTIES
Strategic Leadership: Lead the development and implementation of academic programs, initiatives, and policies to establish the school as a leader in engineering education in the region. Foster a culture of innovation, collaboration, and excellence among faculty, staff, and students.
Academic Excellence: Recruit, mentor, and retain a diverse and talented faculty and staff committed to excellence in teaching, research, and service. Oversee the development and implementation of cutting-edge curricula that integrate theory and practice, preparing students for success.
Administrative Oversight: Provide effective leadership and management of SEE resources, including budget, personnel, facilities, and technology. Ensure compliance with accreditation standards, Uzbek legislation, and best practices in higher education. Foster a culture of transparency, accountability, and shared governance within the SEE and across the university.
Student Success: Champion student success initiatives to support recruitment, retention, and graduation rates. Provide leadership and support for student advising, career development, and extracurricular activities. Create a supportive and inclusive learning environment that empowers students to achieve their academic and professional goals.
External Engagement: Build and maintain strategic partnerships with industry leaders, entrepreneurs, government agencies, and community organizations to enhance learning opportunities, facilitate internships and job placements, and support research and innovation initiatives. Collaborate with university leadership to secure external funding and resources to support faculty research, student scholarships, and program initiatives. Represent the SEE and the university in local, national, and international events to promote visibility, collaboration, and partnership opportunities.

Requirements
MINIMUM QUALIFICATIONS
A doctoral degree (including Ph.D.) in Electrical Engineering from a university ranked in the top 300 according to QS or THE or Shanghai ratings. Research track record in Power Engineering, Renewable Energy, Smart Grids is an advantage
At least five years of academic leadership (e.g., department head, associate dean, research lab director or similar) with proven program and people leadership
Track record in ABET (or comparable) accreditation and outcomes-based education; demonstrated curriculum innovation
Experience in launching greenfield schools, programs or laboratories with industrial partnerships
Experience in fundraising (industry, donors, development banks) and/or executive education
Proficiency in English (C1+) is required, knowledge of either Uzbek or Russian would be an advantage
Prior engagement with emerging markets/CEE/MENA/Asia ecosystems would be an advantage
